Wi-fi promises internet shake-up

There is a good reason why the biggest wi-fi zones in the UK are in the City of London and Canary Wharf, with widespread wireless access being touted as the force behind the net's next wave of innovation.
The first wave centred around the dotcom boom of the late 1990s when lucrative domains were snapped up, fledgling web businesses were established and everyone got dizzy on the potential of this new medium.
Some of that potential is starting to be seen now in what is being called Web 2.0.
This takes as its starting point the basic infrastructure of the net and the communities forming on it, and marries both with innovative thinking about what to do with these raw materials.
So far, it is generating a huge number of start-ups such as PodBop, which gives you podcasts of bands coming to your home town. Websites such as TechCrunch and others are cataloguing these new firms.
Building blocks
What all these start-ups assume is that users are never offline.
This is where wi-fi comes in. It is only when wireless net access is everywhere that these companies can even exist.

Q&A: Wi-fi explained But, say experts, this freedom to connect will not just make it possible for lots of new companies to get going. It could also have a profound effect on the way companies are run and what they have to do to ensure they keep their customers.
Philippe Courtot, a Silicon Valley veteran and founder of online security firm Qualys, says the history of how companies develop is intimately tied to the computer technologies they have at their disposal.
In the days of mainframes, there was nothing firms could do but have their staff sat at their desk using centrally held programs.
The advent of personal computers revolutionised office work and introduced some freedom into the way firms operated - though workers largely had to sit at a desk to use the software loaded on the machine in front of them.
Mr Courtot thinks that wi-fi everywhere takes this freedom to its ultimate endpoint.
No longer do workers have to sit at a desk to get at the programs they need to do their job. Any computer in any place will do as long as it can get access to the net. Every program they use is always available and is maintained by someone else.
In this scenario, software becomes a service that people use rather than something they install. The computer is no longer important. It is all about what you are doing with it.
Many Web 2.0 companies are starting to offer basic computer applications such as word processors, calendars and spreadsheets online, unthinkable without that constant access.
But the business world still had some way to go to fully embrace these changes, said Richard Hall, chief technology officer at hi-tech integrator Avanade.
"We're still in a 19th Century world which sees the means of production as bolted to the floor and you had to sit in front of it," he said.
Journey's end
Wi-fi everywhere does not just make a big difference to the way that firms operate internally. It also means their customers are no longer tied to them for lack of easy to reach alternatives, with competitors just a click away.

Many people regularly move their credit card bills around to chase the lowest interest rates. The same could happen in the business world as customers hop to where they get a better deal.
But the change ushered in by ubiquitous access to the net does not stop with the business.
"We are still thinking about 'going online' and 'using' the web," said Mr Hall from Avanade. "But these will be distinctions that will go away.
"Wi-fi everywhere will mean staff not having to commute unless they want or need to," he said. "It lets staff work where they need or want to.
"That's going to be a huge shift in the fabric of society," he said.
But this shift to an always-on, always-connected world may bring with it some unwanted effects.
The Blackberry gave a taste of what was to come, said Mr Boorman, as using one meant never being out of touch with your office.
"The big problem from a social point of view is learning when to turn it off," he said. "It's about choosing when you are contactable."

Origami and you and everyone we know

The sites that specialize in such things are betting that Microsoft's upcoming Origami "ultra-mobile PC" (UMPC) device will sport a built-in GPS receiver. Add to this a full-fledged XP operating system and a sub-$1,000 price point, and we suddenly have some very interesting possibilities.

That's because Tomtom's and Garmin's top-of-the-line GPS mapping devices for cars are currently priced at the same level, but are one-trick ponies. Origami, on the other hand, could conceivably run Google Earth, connect to both GPS and the internet, and thus duplicate Volkswagen's announced project. There already exists software that turns Google Earth into a live position display device — it would take a small tweak to adapt this for an all-in-one GPS Windows ultra-mobile.

Of course, between the time that Origami is announced and comes to market, prices on dedicated GPS devices will have fallen further. And this post is entirely speculative. But if GPS goes mainstream in the way wifi did 5 years ago, then this market is still very much in its very earliest phases.

Stronger Solar Storms Predicted; Blackouts May Result

The next 11-year solar storm cycle should be significantly stronger than the current one, which may mean big problems for power grids and GPS systems and other satellite-enabled technology, scientists announced today.

The stronger solar storms could start as early as this year or as late as 2008 and should peak around 2012.

"We predict the next solar cycle will be 30 to 50 percent stronger than the last cycle," said Mausumi Dikpati, a solar scientist with the National Center for Atmospheric Research in Boulder, Colorado, yesterday in a telephone briefing with reporters.

The last cycle peaked in 2001.

A new technique enabled the scientists to better predict the severity of the next cycle. The technique, called helioseismology, allows researchers to "see" inside the sun by tracing sound waves reverberating inside the sun—creating a picture of the interior like ultrasound creates a picture of an unborn baby.

"For the first time we can predict the strength of the 11-year solar activity cycle using computer simulations of the sun's physics," Dikpati said.

Storms in the Sun

Solar storms are linked to twisted magnetic fields in the sun that suddenly snap and release tremendous amounts of energy. The storms can disrupt satellite communications, cause power outages, and expose astronauts to high amounts of radiation.

Predicting space weather is becoming more important as more people rely on technology that solar storms can disrupt, according to Richard Behnke, director of upper atmosphere research with the National Science Foundation in Arlington, Virginia.

"This prediction of an active solar cycle suggests we are potentially looking at more communication and navigation disruptions, more satellite failures, possible disruption of electric grids and blackouts, more dangerous conditions for astronauts—all these things," Behnke said during the briefing.

Location-based services (LBS) are applications that leverage the user's physical location to provide an enhanced service or experience. Location awareness can be used, for example, for navigation and mapping, workforce tracking, finding points of interest, and getting weather information. It presents a compelling new business opportunity for application developers, operators, and content producers. Location awareness differentiates mobile applications from traditional PC and wired Internet services.

What's New in S60 3rd Edition - the Landmark APIs
A landmark is a representation of a geographical location and thus landmarks, or Points-Of-Interests (POIs) as they are also known, are an integral part of almost any location-aware application. The new landmark functionality in S60 3rd Edition enables applications that allow end users to create landmarks for their favorite places, send landmarks to their friends, navigate to a landmark, and of course to manage their collection of landmarks.

S60 3rd Edition includes a dedicated application for the centralized management of user landmarks. Thus it is not necessary for the application developers to put their effort in constructing such a system. Instead, developers are free to concentrate on how they would like to use landmarks in their own applications.

As you can observe from the preliminary screenshots, the user can access landmarks either directly or hierarchicly via categories.

To learn how to take advantage of landmarks in your application, please have a look at the Landmarks API, the Landmarks Search API, the Landmarks Database Management API, and the related example application source code. JSR-179 can be used to access landmarks from Java MIDlets.

See also the Landmarks Exchange Format Specification for details about how the landmarks can be represented in XML format and as such exchanged between mobile devices (through local connectivity) or between content providers and their mobile users (for example, through Web sites).

What's New in S60 3rd Edition - the Landmarks UI Add/Edit Component API
If your application creates new landmarks, it is likely that your application will need to prompt the end user for some additional information about the landmark, for example, how he or she would like to name or categorize the landmark. This usage scenario is likely to be so common that we included a ready-made UI component in S60 3rd Edition to do just that. The component also does the coordinate acquisition via the Location API.

You can also use the component in view only mode if you wish to show the details of a certain landmark to the end user and want to avoid the possibility of the end user modifying the landmark in any way. To learn more about this ready-made UI component, please have a look at the Landmarks UI Add/Edit API and the source code of the related example application in the S60 3rd Edition SDK.

What's New in S60 3rd Edition - the Landmarks UI Selector Component API
Many times your application will need the end user to indicate one or more landmarks for you, for example, for your application to show the indicated landmark(s) on a map or provide navigation guidance to them. To help you with that, S60 3rd Edition includes a ready-made UI component that you can use to prompt the end user for one or more landmarks or for one or more landmark categories.

Simply launch the UI component and you will get the landmarks or categories selected by the end user as return values. The UI component takes care of all the required end-user interaction. For more details, please see the Landmarks UI Selector API and the source code of the related example application.

What's New in S60 3rd Edition - the GPS Satellite View
Every decent location-aware application has a GPS satellite view, right? Now wouldn't it be a drag if every developer would need to make their own satellite view? And wouldn't it be a pain for end users to try to cope with different-looking views that are supposed to depict the same thing, the availability of the GPS satellites?

To answer these questions, S60 3rd Edition offers developers a ready-made UI component that applications can use to display GPS satellite availability in a clear and coherent way. To learn how easy it is to embed the satellite view into your application, please have a look at the Satellite Info API and the source code of the related example application.

Make Your Application Location-Aware - Now and with Ease
The Location Acquisition API 2nd 3rd enables native Symbian OS applications to determine the current location of the handset. This API provides easy access for determining a user's current location, independent of the positioning technology being used. This means that applications can utilize all available positioning technologies, such as Bluetooth Global Positioning System (GPS) accessories and network-based positioning, via a single API.

To make your mobile application location-aware, more information is available in the Location Acquisition API and the source code of the related example applications.

Testing Made Easy
Developing location-aware software can be tedious if you need to transfer your application to a mobile device and start walking or driving around to test the effects of your latest changes. To overcome this problem, the S60 platform allows you to create a text file from which the positioning system will fetch coordinates, thus simulating the device moving along the given path.


First prepare a simulation data file. For details, please take a look at the Simulation PSY User Guide.

Then tell the positioning system the location of your simulation data file. In S60 releases prior to 3rd Edition, this happens with a separate SimPsyConfigurator application that is available in the application grid.

Starting from S60 3rd Edition, you can set the simulation data file from the settings of the Simulation positioning method.





Also make sure that the Simulation positioning method is the selected positioning method when testing. You can check and alter this setting using the Location Settings application.

Handset Support for Network-Resident LBS
Starting from S60 2nd Edition, Feature Pack 1, MT-LR Privacy messages from network-resident LBS applications are supported. MT-LR is an acronym for Mobile Terminated Location Request and is also known as LCS Location Notification. These messages let the device owner decide if a network-resident LBS application, such as a weather service, may use the device’s location to provide the service requested by the device owner. For more information on the role of LCS Location Notification in Location Services, please refer to 3GPP TS 23.271 (or 03.71). For signalling protocol level information of LCS-LocationNotification, please refer to 3GPP TS 24.030 (or 04.30)."

WiMax continues to be one of the most talked-about and highly anticipated technology developments in the wireless industry – a sector that’s seen more than its share of well-hyped initiatives in recent years. In terms of hype cycles, WiMax may actually be eclipsing some of the industry’s earlier "savior" technologies, primarily because it is viewed as a linchpin for the future convergence of wireless and wireline networks, in addition to promising advancement for broadband wireless services and applications.

Worldwide sales of WiMax products have been minuscule so far, but the true test of its potential is about to commence, now that the first standards-compliant products are hitting the market for deployment in real commercial networks. Certification by the WiMAX Forum that products conform to various iterations of the IEEE 802.16 standard that defines WiMax began in January 2006 and is expected to trigger wide-scale deployment of WiMax equipment by telecom service providers.

To see whether today’s high expectations regarding WiMax are justified, Heavy Reading conducted an exclusive worldwide survey of network operators to gauge not only carrier perceptions of WiMax, but also their plans to incorporate WiMax into their network and service portfolios. Smartspace - Smartspace

noticed for the first time a few weeks ago a new way of blending advertising and mapping together when I stumbled on a new game by Adidas that uses Google Earth as the platform for a quiz about famous soccer players. At the time I found it to be an interesting new way to tie geographic data and marketing together.

Dubbed "mapvertising" by trend site CScout, the technique is now being used by FIAT, Jeep and HBO, the latter of which has now launched a similar "mapvertising" feature to promote the new season of the Sopranos. The game takes you on a tour of northern New Jersey using Google Maps (possibly the safest way to tour northern New Jersey) stopping off at hotspots featured in the hit TV series.

With Google Maps now available on mobile devices, the availability of open APIs that enable mashups like these above make it likely we will see even greater levels of tie-ins between marketing content, location and context.

Reporting Your Location On a Call
I just stumbled across an entry from last week on Mobhappy by Russell Buckley where he discusses a study cited by Nicolas Nova on Pasta & Vinegar regarding the behavior of calling home from the train to let a spouse or partner or friend know when you are arriving. Russell points out that we perform this (often extremely annoying) behavior to provide context to the caller about our location-- particularly in an era when devices don't disclose this information themselves.

Nicolas extracts the following -- five reasons the academics running the study identify for why we disclose location:

To signal interactional availability
To make practical arrangements
As part of an activity itself

To coordinate real-time planning
To share "virtual" or "information" location, such as where a caller is on a Web page he is jointly viewing with the other person on the call.
These are interesting points, and ones that Nicolas somewhat doubts hold true. Nonetheless they open an interesting discussion about how the use of location information will change the way we interact while engaged in mobile communication. We are just starting to see the potential uses for location data as part of the overall context to remote social interaction, and I am among many who is intrigued by how this will play out.

Meanwhile, I find it interesting that, while we are waiting for applications that alert the person on the other end of a mobile discussion automatically as to our location as the call comes in, it would be easier at the moment to take a picture of myself on the train and MMS it to my wife using something like ZoneTag, allowing her to see where I am before I call. Talk about a workaround.

Third Spaces Prime for Physical/Digital Touchpoints
I wouldn't normally give airtime to Trendwatching (all buzzwords and little substance), but their most recent briefing spurred an observation in relation to "smart space". TW talks about Being Spaces and Brand Spaces, places where consumers spend quality time and enjoy experiences together. It just struck me that these are prime (static) locations for touchpoints or nodes where digital environments and physical environments come together - in entertainment/play, social interaction and communication.

In these third spaces, people are often looking for a combination of these activities. Increasingly, due to the digital expansion of our social networks, they will be points where we use the digital plane to connect and interact meaninfully with our social contacts at a distance.

Windows Live Local...Live and Local!
By way of Waxy and Lifehacker we get news of Windows Live Local going live beta (or is it alpha?). WLL, as we will call it here, takes the aerial photography angle of mapping services one step further with street-level views (as in, from your car or a really low-flying predator drone) of locations, allowing the user to "drive through" the map. MS competitors such as Google, Yahoo! and Amazon (?) have also been sending out vanloads of people with cameras and GPS to take photos and video of real locations.

Where Are You Now?
I was just in Japan and found the market for children's mobile phone services to be well advanced of the US and Europe. Better handsets, more evolved operator services, and location-based services were all in evidence. The ITU Web site, by way of Smart Mobs, tells us of one such service, Ima Doko (Where Are You Now?).

According to the ITU, the service, from the largest mobile operators DoCoMo, allows parents to track children either via a children's handset or the P-doco Mini, a simple tracking device that is attached to the child's clothes. Parents can either get an view of their kids' location on a PC, imode phone or via e-mail. The device will also switch itself on and report a location if it is switched off. I looked at several DoCoMo handsets for children first hand and found they had a lock on the back to prevent the battery from being dislodged.


With a recent spate of child killings in Japan, a country with a very low crime rate compared to the rest of the industrialized world, child tracking technologies have taken on a new popularity. Authorities in Osaka began a program in 2004 to tag schoolchildren with RFID to enable tracking in that area.

Dangerous Plazes
Oh, the perils of modern geotagging. I have been using Plazes for about the last two months since I have been on the road more. On a recent flight to Copenhagen from Washington I was hotdogging and using in-flight wireless broadband provided by Boeing Connexion on SAS international flights and found that I could establish a "plaze" on board just like you do when the network recognizes you on a fixed-line connection and resolves the IP address to a general location on dry land. And since someone had already done the same on board this flight previously, it was only down to me to add latitude and longitude info (as provided by the in-flight info system) to actually give a place to the "plaze". Well, i somehow goofed on the data entry and drop this poor SAS flight in SE Russia (see image at left) instead of the corresponding location WEST of the 00 longitude.

Doubtless some Russian airforce jets were scrambled to that location or something serious while we cruised along on the way to a landing in Denmark. But, because of the way Plazes is configured, I couldn't go back in and reset that "plaze" until I am in the same location again - which means getting back on the eastbound flight and resetting the data once connected to Plazes via in-flight broadband. So, for now I look like I have been somewhere I haven't. Is that annotated reality, or annotated unreality?

DIY Google Map Mashup in Jotspot
Today's postings seem to have a theme - basic Web apps. I am a new user of Jotspot, the Web-based wiki platform. One of Jotspots useful apps is Tracker, an online spreadsheet application that allows multiple users to collaborate on a spreadsheet real-time. One feature of this is the ability to quickly plot addresses entered into a spreadsheet format on a Google Map.

In my case, it was simply to plot the location of my son's soccer team to better locate a central practice field. But in a couple of keystrokes it was done - I had created a custom Google Map with each player's home as a marker. Probably killing a fly with a sledgehammer, but the easy import function made it seem like a quick way to get an idea of where we all live in relation to one another.

ZoneTag: Geotagging Cameraphone Images for Flickr
Yahoo! Research has released ZoneTag, an application currently for Nokia Series 60 mobiles, which allows users with a Flickr account to easily upload images taken from a cameraphone and have those images not just tagged with Flickr tags, but also appended with geotagging data generated by the user's location when sending. ZoneTag currently works with Cingular and T-Mobile US networks and requires a data plan for either carrier.

I have used it for several days and find it a smooth way to upload images quickly, though I haven't yet found a use for the geotag data, which looks something like this:


I have found ZoneTag competing with Shozu, another Flickr upload app I have loaded on my Nokia 6682. So far Shozu uploads first, then ZoneTag does the same behind it with more data appended to the image. It looks like you can have one or the other active, but not both.

This paper presents the Place-Its system, a context-aware reminder platform that is used by the user to define reminders that are triggered by specific locations. This application is said to improve the usefulness of automated reminders.

The aim of this study was to find how location-based reminders are used when available through a person’s day. The study builds on previous work on ActiveCampus, ComMotion \cite{Marmasse:2000fs}, and CybreMinder, highlighting the fact that these previous studies used additional hardware, such as GPS receivers, that people do not carry around or because they are restricted to predefined areas.

The three components of a Place-It note are the trigger, the text and the place. The trigger defines whether the message should be signaled upon arrival or departure of the associated place. The text is the message associated with the reminder and the place is the location defined by the user where the reminder should activate. Location sensing is achieved with PlaceLab \cite{Smith:2005tr}.

The authors conducted a user study with 10 subjects during a period of two weeks. They interviewed the subjects before and after the experiments, collecting interesting facts. One interesting finding was the unexpected presence of ‘motivators’ reminders, a kind of message used to motiva the person to perform a cerain task.

Due to the way location-based reminders were used and the relative inaccuracy of location-sensing in Place-Its, the author could not claim location to be essential context to prompt reminders. The location-sensing ready availability in Place-Its admits opportunistic use by those who can map relevant (but unsensed) context to anticipated, coarse, location cues. Participants who worked by a set time schedule achieved similar results by mapping their relevant context to time cues and modifying their behavior.

Results showed that location was widely used ad a cue for other contextual information. It appeared that the convenience and ubiquity of location-sensing provided outweights some of the current weakness of the system.

Are you perpetually lost but don't want to be weighed down by an additional GPS device? Then Verizon Wireless may just have an answer for you with its new Motorola V325. The handset takes full advantage of Verizon's newest network offering, called VZ Navigator. It offers a respectable alternative to Nextel's TeleNav GPS service, complete with voice-activated turn-by-turn directions, maps, and an extensive points-of-interest database. The V325's design could use some improvements, and we lament the lack of Bluetooth, but the phone's feature set and quality performance still should appeal mostly to the practical business user who prefers functionality in a relatively compact handset. The V325 is fairly priced at $129, but you should be able to find it at a discount.

Google 'planning total storage'

Web giant Google is planning a massive online storage facility to encompass all users' files, it is reported.
The plans were allegedly revealed accidentally after a blogger spotted notes in a slideshow presentation wrongly published on Google's site.
The GDrive, previously the subject of chatroom rumour, would offer a mirror of users' hard drives, Reuters said.
Google declined to comment on the reports but said the slide notes had now been deleted.
In the notes, chief executive Eric Schmidt reportedly said Google's aim was to "store 100%" of users' information.
The notes said: "With infinite storage, we can house all user files, including e-mails, web history, pictures, bookmarks, etc; and make it accessible from anywhere (any device, any platform, etc)."

"We deleted the slide notes because they were not intended for publication," Google spokeswoman Lynn Fox said.
"We are constantly working on new ways to enhance our products and services for users, but have nothing to announce at this time."
Under the alleged scheme, if users suffered a crash and lost files, Google's own computers would have kept a back-up.
The plan for total online storage could meet difficulties with bandwidth constraints for some users.
The search giant recently decided to offer an optional facility that stores a copy of the text-based sections of each user's data on Google's own computers.

How the European space programme can lead to improved satellite navigation for users and businesses on the ground

Back in dot com boom times, it was regularly claimed that intelligent, location-based services would help individuals navigate the modern cityscape.

Such expectations foundered, as 3G technology spluttered into life more slowly than might have been expected.

But now navigation is back on the business agenda, thanks to the European space programme.

The project involves an ambitious attempt by European space scientists and politicians to deploy a global positioning system (GPS) satellite network, and is a rival to the original GPS system built by the US military in the 1970s.

The programme – budgeted so far at Euros 3.4bn (£2.3bn) – launched its first test satellite from Russia last December, a prototype developed by researchers associated with University of Surrey.

It will not be until 2010 or 2012 that the projected network of 30 satellites will be in geostationary Earth orbit, 23,000km above the surface.

Many observers are convinced that the system, Galileo, will not just offer severe competition to existing US services, but will also offer the ideal platform for location-based technologies.

But why do we need better satellite-based location systems?

Sean Phelan, founder and chairman of online location-finding service Multimap.com, says people might not realise that the UK is both relatively small and already fairly well-mapped; satellite systems could provide the basis for global provision.

‘Postcodes will get you to pretty much a few doors from where you want to go,’ he says.

‘But it is only the UK, Netherlands and Canada that are at this level. Try Spain or the Republic of Ireland; they have nothing like the coverage. A more accurate GPS system could really help a lot of geographies out.’

Another aspect of Galileo, according to Phelan, is the potential arrival of long-promised, location-based services.

‘The reason you cannot do that now is inaccuracy,’ he says.

‘The margin of error is too great to get the right information to your mobile phone. Something like Galileo could solve that kind of problem, especially if devices came equipped with built-in GPS detectors.’

Future services likely to benefit from the technology will include satellite-based road-charging schemes.

But better air traffic control, natural disaster monitoring and other public and private sector uses are also being touted.

It is predicted that some organisations will take advantage of the accuracy of Galileo, which is 10 times better than its US GPS counterpart.

However, some companies will have to use charged-for access to the Galileo system, an aspect some commentators think will be less attractive.

One such sceptic is Multimap’s Phelan, who believes the service could become a version of Eurotunnel in space.

‘It’s already been delayed and who knows if it will work and pay for itself – it’s all very much in the future,’ he says. ‘It would be good to have and could help our business, but I’ll believe we have a European satellite navigation system when it works.’

European politics has already played a part: there was a year’s delay as Germany and Italy argued over who should take the bigger final role.

To potentially make matters worse, Galileo is being developed by two separate parts of the Brussels community.

The European Space Agency is building and launching the first set of prototype and main satellites, as well as some ground infrastructure.

The operational system will then be delivered by the European Commission, which will put the rest of the satellites in orbit and appoint a contractor to run the finished system – constellation’ in satellite speak.

The UK, at least, has benefited from the EU project, with about 30 per cent of contracts managed by British industry.

And it is not just European organisations that are showing interest in the initiative.

South Korea has signed up to a Galileo co-operation programme, along with China, Israel and Ukraine.

It may seem surprising that countries are rushing to give their backing to Galileo.

But Pat Norris, business development manager of LogicaCMG’s space and defence division, says that because the alternative US GPS system is run by the military, it is outside enterprise control and can be run down – or even switched off – without consent.

‘This is not a sound basis for making a business case around GPS,’ says Norris.

Such a global politics angle might yet become academic, because Europe and the US have signed agreements to make the systems interoperate as effectively as possible. Indeed, it is the combination of the two systems that is seen as the real plus point for GPS users.

David Park, a senior research fellow at the University of Nottingham’s Institute of Engineering Surveying and Space Geodesy, says the benefits that the technologies provide will become clear.

‘There are going to be some very expensive new atomic clocks on board that will be of great use in very accurate location,’ he says.

‘To the ordinary person, there may not seem that much of an improvement, but the fact that there are so many more satellites up there, GPS and Galileo, increases the chances of getting a really good signal – visibility of three to four satellites is the standard. And it makes this much more attractive to people such as mobile operators as a platform for new services.’

Part of the attraction is that Galileo is second-generation GPS. A typical commercial telecommunications satellite weighs about four to five tons, and has built in redundancy to ensure a 15-year lifespan.

The Galileo satellites are much simpler. They weigh about a ton, mainly comprising the atomic clock and signal generator.

The emphasis is on placing less hardware in the sky, when compared with commercial services such as Inmarsat. More stress is, instead, given to strong, ground-based infrastructure.

Galileo is also cheaper. The prototype partly developed by the University of Surrey cost just £18m, compared with £100m for a commercial satellite.

It is still possible the Galileo project could go horribly wrong, of course. And Park says that as taxpayers we have the right to question the initiative.

‘There are question marks,’ he says. ‘But the cost of even a failed Galileo is about the same as 100km of high-cost roads across Europe. And if it works, it will represent not only a major space achievement but also a real business tool.’

Case study: eCourier

Jay Bregman, chief technical officer of delivery specialist eCourier, says Galileo could be extremely useful for his organisation – a company that aims to intelligently route nationwide traffic using a neural network.

eCourier uses a routing system that maps available couriers against their location and the constraint of its client’s time limitations, namely what would be viewed as an acceptable delivery window.

‘Other courier companies rely solely on human control and reporting, which we don’t think is enough,’ says Bregman.

‘That’s why you get responses such as: “He’s five minutes away”, to questions about where your incredibly valuable document is.’

Bregman says eCourier’s drivers have been issued with palmtop computers that use the global positioning system (GPS) to record delivery locations and delivery status every 10 seconds.

Information is also piped to the central system, which has been developed in partnership with logistics experts at Massachusetts Institute of Technology (MIT) and two Italian universities.

The system uses the data to calculate which courier can be next dispatched, as well as proving an online route marker for clients. Customers include Paul Smith, Harrods and The Carlyle Group, and Bregman is pleased with how the GPS-based system is operating.

‘This is all very hard to do,’ he says. ‘It’s very complex to factor in all the variables to get to any level of automated scheduling.’

And, of course, Bregman says a more accurate positioning system would be of great interest.

‘GPS is great and we are heavy users of it – but there are limitations,’ he says.

‘In London, it is extremely rare to get a signal from seven or eight satellites, which is the benchmark for a really good signal.

‘You also get interference from tall buildings, and the signal isn’t powerful enough to be used indoors or under cover.’

Bregman says accuracy is also a problem, even though eCourier uses hardware based around the latest GPS device standard, SURF3.

‘There can be as much as a five minute delay getting onto the network,’ he says.

‘In London, you can travel quite far on two wheels in five minutes – and 50 metres’ difference can be a big problem in the City.”

Bregman says Galileo could solve a lot of eCourier’s problems.

‘Even a free, open system version of Galileo could be tremendously useful for much more accurate and timely courier location,’ he says.

‘In five years, I’d expect dual-band – GPS and Galileo – receivers giving us stronger, more accurate signals that can be accessed easier indoors. I also see the US starting to upgrade its system in the face of this competition. So far, it hasn’t bothered – as it’s been the only game in town.’

Case study: Ordnance Survey

Ordnance Survey is the national mapping agency for the UK. But in the words of Chris Phillips, a research scientist at the organisation: ‘The maps you buy in WHSmith are just a tiny fraction of all we do.’

The vast bulk of Ordnance Survey’s work is concentrated on digital mapping information, so-called GIS (geographical information systems).

A team of surveyors pounds the nation’s pavements, providing up to 5,000 daily updates to a massive central database, available digitally as the OS MasterMap.

Phillips says the database is constantly accessed by a range of bodies, from councils to utilities and other private sector organisations.

Ordnance Survey, which originated in 1791, maintains that about 10 per cent of UK businesses rely in some way on the work carried out by the organisation.

And Phillips says services provided through the global positioning system (GPS), that offer accuracy to within a centimetre, have led to a revolution in surveying.

‘The ability to be able to pinpoint where you are on the globe is incredible for users of spatial information sources,’ he says.

‘A team of our surveyors uses GPS constantly, probably 30 per cent of the time, with a variety of other tools such as reflectionless lasers, aerial photography and other technologies.’

Phillips is now investigating Galileo as a useful future technology for Ordnance Survey, along with a number of other emerging technologies and mobile applications.
‘We are scouts for the organisation, looking at things that might be useful to us in three to five years,’ he says.

And Phillips says Galileo fits that bill – almost.

‘It actually isn’t Galileo that is the breakthrough,’ he says. ‘On its own, it will be a little bit better than GPS – a bit of a clearer signal. But it is the combination of this and the existing GPS coverage, the so-called super-constellation, that is the real value-add.’

Phillips is also happy about the timeline. ‘If the first real coverage starts soon, we could see that super-constellation really taking off in 2010 or so,’ he says.

‘That’s enough time for us all to adapt, including the GPS device suppliers, who need to produce a new generation of technologies – as well as perhaps mobiles.

‘So it’s about evolution, as users of GPS such as ourselves, and users of the sort of data we provide, need to start adapting and getting ready – the projected timeline is absolutely fine with us.’

‘The ability to pinpoint the location of people and objects provides huge opportunities – from personal navigation to safety on the railways. But it is u p to UK industry to make Galileo work for us, and this requires a joint effort from academia, industry and government. If we can create real applications that use the strength of the Galileo signal, we could be looking at the creation of a whole new industry.’

Prediction by the European Commission

‘What has been holding location-based services back has been the fact that to find out where your nearest ATM is means your phone calling a third party to find out where it is, before it tells the network that then tells you. That is slow and inefficient. By 2010, all phones will have built-in satellite navigation and that will mean the phone will always know where it is. So the future is going to be about location being taken as a given. That will be something devices and applications can use for a whole variety of purposes.’

Five Galileo services are to be offered, four around navigation and one for search and rescue purposes. The navigation services go from open access (to one metre accuracy), to encrypted government use only, via a commercial centimetr e-level guaranteed service that users will have to pay for, and a ‘safety of life’ emergency version.
